O objetivo central deste trabalho é fazer uma retrospectiva histórica do processo de formação do Mercosul, o desenvolvimento das relações comerciais, bem como o conseqüente processo de convergência e divergência neste contexto. E ainda avaliar a eficácia do processo de interação no aumento das transações comerciais, tanto intra quanto extra-bloco. Nesta etapa, a característica que diferencia o outro é o processo de unificação dos estados. O setor primário brasileiro é de grande importância para sua economia e a lavoura orizícola gaúcha está inserida nesse contexto, também com grande relevância, pois tem significativo número de produtores que auferem seus rendimentos dessa atividade. Entretanto, há uma redução de rentabilidade no setor atribuída às Importações Mercosulinas que, alegam os produtores brasileiros, pressionam os preços internos. Também, o crescimento da produção interna pode causar o mesmo efeito. Áreas monetárias ótimas: desenvolvimentos recentes e perspectivas para os países do MERCOSUL AgEcon

This paper consists of a review of the most important contributions to the understanding of the Optimum Currency Areas (OMA) and on the perspective of implementing such a policy measure into Mercosur. The theoretical support was obtained from reference studies on the European common currency which established the guidelines for the creation of the Euro zone. The findings on the literature review point out that a successful process of macroeconomic coordination is crucial for the implementation of a common currency area. Therefore, before engaging in a process of establishing a common currency area, Mercosur´s members must adopt supranational macroeconomic policy measures that would align their economies to reach stabilization in a regional context.

Between Two Poles: Matching Trade and Exchange Rate Regimes in Mercosur AgEcon

The paper reviews exchange rate options for Mercosur countries. We start from the observation that most of the countries in the region have a longstanding tendency to adopt fixed exchange rates, and ask how such a system could best be designed. The Argentine crisis has demonstrated that unilateral currency pegs imply the risk of serious misalignments with other trading partners and subsequent realignments. The standard basket peg is not a solution because of its limited transparency and credibility. We therefore discuss a proposal to create dual currency boards that could be a workable solution for the Mercosur countries.

Efeitos de acordos comerciais sobre o setor de carne bovina no Mercosul AgEcon

This paper discusses the perspectives to production, exports, imports, prices and welfare levels (producer surplus and consumer surplus) to the beef sector in the MERCOSUR facing some scenarios of tariffs reductions at the multilateral and regional levels. We use a Spatial Allocation Model formulated as a Mixed Complementarity Problem. We got a base scenario for the world markets, and then we simulated scenarios with reductions of tariffs. In the base scenario, MERCOSUR and Oceania are exporters and the other regions produce for domestic consumption, and some of them are importers. When we analyze the aggregate welfare level in MERCOSUR, the multilateral free trade is the scenario that brings the highest benefits.

Expansion of Mercosur's Agricultural Exports to the EU: An Empirical Assessment of the Trade Flows AgEcon

This paper provides new evidence on income and price elasticities of demand for agricultural exports from Mercosur countries to the EU. Econometric models are constructed for eight agricultural commodities - beef, cocoa, coffee, orange juice, poultry, sugar, soya and wheat - exported from Mercosur to the EU. A modelling approach based on the error correction mechanism is used in order to emphasise the importance of the dynamics of trade functions. The results indicate that there is a relatively weak demand response to income and price changes in the EU. Impact assessment of trade liberalisation between EU and Mercosur countries AgEcon

Ongoing bilateral trade negotiations between the Mercosur group and the EU since 2000 on agricultural products served as incitement to analyse the impacts of possible outcomes. The objective of this paper is to quantitatively assess impacts of bilateral liberalisation scenarios on EU25 and Mercosur markets as well as their bilateral trade flows. For this purpose, the CAPRI model, which has already been applied to several multi- and bilateral trade liberalisation scenarios in the past, has been adopted in several ways. This paper presents the theoretical and empirical aspects of a monetary union between Brazil and Argentina based on the concept of Optimal Monetary Union. The behavior of some Brazilian and Argentinean macroeconomic indicators such as total debt, public deficit, interest rate and inflation rate have been analyzed. Symmetry analysis of economic cycles between these two countries was also done. Most Brazilian and Argentinean macroeconomic indicators have been divergent, probably due to the different monetary and exchange rate policies adopted by these two countries during the 90´s.The commercial integration analysis between Brazil and Argentina had detected a low level of commercial integration. Regional Trade Agreements: Effects of the Andean and Mercosur Packs on the Venezuelan Soybean Trade and U.S. Exports AgEcon

Since the mid-1990s, the two regional trade agreements in South America, the southern Mercosur Pact (among Brazil, Argentina, Paraguay and Uruguay), and the northern Andean Pact (among Venezuela, Colombia, Ecuador, Bolivia, and Peru) noticeably affected certain trade patterns between the two pacts' members and with the United States for various reasons discussed herein. The effect of trade diversion owing to the Andean Pact with its common external tariff and price band system against non-Andean products was examined for soybean and soybean meal imports into Venezuela historically an important market for U.S. products. The European Union tariff schedule includes a large number of specific and composite tariffs as well as many tariff-rate quotas (TRQs), which affect the composition of imports. By altering price ratios between products with different unit values, both can generate the typical Alchian-Allen ’shipping the good apples out’ effect in foreign countries’ exports to the EU. Different patterns of trade liberalization, either through tariff reduction or an expansion in preferential-access quotas, might have different consequences for producers and consumers because of changes in the composition of trade.
